Delphi XE3 não carrega biblioteca libeay32.dll no SQLConnection1

Boa noite pessoal.

Delphi XE3 não carrega biblioteca libeay32.dll no SQLConnection1 > DataSnap > (TTransportFilterCollection) > RSA e PC1

e da o seguinte erro:

Alguem poderia me ajudar?? Já troquei por varias verssões das dll's libeay32.dll e ssleay32.dll e mesmo assim continua o erro.
