Dll Microsoft.SqlServer.ManagedDTS

Amigos, boa tarde.

Estou com um problemão, tentando resolver mas não consigo de jeito nenhum. Vamos lá:

Tenho uma aplicação (web) que aponta para um arquivo .dtsx (que é parte de um integration service) e executa-o. Na minha máquina tudo funciona perfeitamente. o problema é quando coloco a aplicação no servidor para homologação e é gerado um erro. Já fiz muitas tentativas, entre elas:

1) remover a dll do projeto e add novamente. (não funcionou)
2) remover todas as referências que executam o dtsx (removendo a dll e o código que executa o dtsx). (não funcionou)
3) reiniciei a máquina, só por curiosidade. (não funcionou)
4) adicionar a referência da dll no webconfig. (não funcionou)
5) adicionar a referência da dll na própria página. (não funcionou)
6) removi o using Microsoft.SqlServer.Dts.Runtime e adicionei nas variáveis com o o namespace completo.

OBS 1: neste servidor, já está instalado o pacote da microsoft que faz os integrations. neste mesmo servidor, há uma outra aplicação que também executa o mesmo dtsx que esta aplicação deveria executar.

OBS 2: o problema não é na execução, e sim na aplicação, pois nem a tela inicial está aparecendo.
