Fórum Erro nº. 2003 (10061) ao Instalar o MySQL Community Server 5.5.12 no Windows XP Pro Service Pack 3 #401547

Olá Pessoal  no termino da instalação do  MySQL Community Server 5.5.12, seguindo os mesmos passos  deste video-link do  youtube abaixo http://youtu.be/oylVvq-3Tfk ao instalar a primeira vêz  a  primeira instancia do config wizard  com a unica diferença que selecionei  todos ‘Development Components’ para instalar e ‘enabled root  access from remote  machines’ no termino da configuração em  ‘Apply security  settings’ abre-se uma janela com os botões [Retry] and [Skyp] com o seguinter error The security settings could not be applied to the database because the connection  has failed with the following error. Error Nr. 2003 Can’t   connect  to  MySQL server on ‘localhost’ (10061) If a personal firewall is running on your machine.Please make sure you have opened the TCP port 3306 for connections.Otherwise no client application can connect to the server.  After you have opened the port please  press [Retry] to apply the security settings.   If you are re-installing after you just uninstalled the MySQL server please note that the data directory was not removed automatically.Therefore the old password from your last installation is still needed to connect to the server.   In this case please select skip now and re-run the Configuration Wizard from the start menu. A duvida é como eu resolveria este erro, para que não mais acontece-se na instalação do MySQL Server no Windows XP Pro Service Pack 3 Fico no aguardo e desde já agradeço
