j� modifiquei a porta 80 para 82 a ssl 443 parar 446.
j� desablitei a op��o do skyper para rodar automaticame nas portas 80 e 443.
iniciei o xampp com administrador.

Tente alterar a porta para 8080 e fa�a o teste localhost:8080 e posta o que acontece.

Altere o httpd.conf na linha listen 80 substitua por listen 8080

Justamente por causa da porta 443.

Uso xampp no trabalho s�, ocasionalmente, pra testes.
Prefiro instalar apache+php manualmente, configurando.
